On June 18, the Bulgarian National Assembly finally adopted amendments to the law on foreigners. The law is waiting for the president’s signature and publication – this is a matter of the next few days. The changes relate to one of the most popular ways to obtain a residence permit in the country.
The first reading of these amendments took place on April 17, 2025. At that time, the turnover requirements of the parent company were 500,000 leva (about 255,000 euros). In the second reading, the bar was significantly lowered.
What has changed for sales representatives
The new requirements will affect all aspects of TP operation. From financial indicators to procedures for notification of changes.
Main changes:
- The annual turnover of the parent company is at least 100,000 leva (~51,200 euros) for each of the last two years.
- Number of representatives: maximum 2 persons per TA.
- Mandatory availability: a real office and evidence of activity in Bulgaria.
- Document management: tax purity and up-to-date certificates (valid for 6 months).
- Notifications of changes. Company: Notify the BCCI of changes to the company’s data within 30 days of their entry into force. TP: Notify about changes in the data of the representative office in the BCCI within 7 days from the date of their entry. BCCI notifies about the changes of the Ministry of Internal Affairs.
The existing representative offices received a 2-year transition period. If by 2027 the parent company does not meet the new turnover requirements, the TP will be excluded from the register of the BCCI.
The context of tightening
The Bulgarian authorities are not the first to review migration policy. On April 17, the Georgian Interior Ministry also announced the preparation of amendments to simplify the expulsion of foreigners. Bulgaria, as a member of the EU and the Schengen area, is forced to harmonize its migration policy with pan–European security standards, migration experts comment on the situation.
In parallel with the legislative changes, the migration service began random inspections of trade missions in November 2024. They check offices, annual reports of parent companies, and interview other representatives of the same company. It is still unclear whether this is a routine check or preparation for reducing the number of TP. In any case, those who extend their residence permit should prepare for possible checks.
The Bulgarian Chamber of Commerce and Industry receives expanded powers to verify the accuracy of the data. If violations are detected, the registration of the TA is cancelled with notification to the migration authorities.
