Ban on multiple-entry visas for Russians in 2025

Brussels published a document on new requirements for issuing multiple-entry Schengen visas for Russian citizens on November 7, 2025. Implementing Decision was signed by Magnus Brunner, who oversees migration policy and home affairs at the European Commission. The restrictions apply to those residing in Russia and applying for visas through Russian diplomatic missions.

Now, the majority of applicants will apply for single-entry visas for each trip. Applications undergo extensive verification – the European Commission cites security threats and potential abuse of the visa corridor.

Categories retaining the right to multiple-entry visas

The European Commission directive contains a list of exceptions for certain groups. The right to multiple-entry visas is retained for:​

  • Family members of EU citizens or permanent residents: an annual visa may be obtained upon receipt of three validly used Schengen visas in the previous 24 months.
  • Professional drivers (freight and passenger transport) and maritime workers: up to 9 months.
  • Representatives of the opposition, independent media, and human rights defenders with their families: the decision is made by consulates individually.​
Russian citizens with permanent residence outside of Russia may submit applications at the consulates of their countries of residence without restrictions. The determining factor is the place of application. Holders of Georgian, Armenian, or Kazakh residence permits should apply to their local consulate.

The Directive covers Schengen States, including Iceland, Norway, Switzerland, and Liechtenstein. Brussels specifically emphasized that Cyprus complies with the new rules even when issuing national permits. Ireland is not covered by the decision.

An important detail: the European Commission lacks the authority to unilaterally block visa issuance—that is the prerogative of sovereign states. The EC formulates voluntary standards, which member states will then implement into their national legislation in the coming weeks or months. Germany has already confirmed its willingness to comply with the Brussels directive. At the same time, Germany will introduce a biometric passport requirement for entry, effective January 1, 2026.

Status of Existing Permits

The new directive does not affect previously issued multiple-entry visas. Cancellation is not provided for – documents are valid until the end of the specified period. There is no cause for concern.

Tourism market analysts predict a decline in tourist traffic to key European destinations – Italy, France, and Spain. More complex procedures, longer processing times, and increased costs will become a serious obstacle for travelers.
