France tightens the rules for obtaining citizenship from 2026

French Interior Minister Bruno Retaio has announced a directive that will significantly tighten the conditions for naturalization of foreigners from 01.01.2026. The main changes relate to the knowledge of the French language and the financial independence of applicants.

Key innovations

  • The level of language proficiency increases from B1 to B2.
  • Introduction of a compulsory civil examination (for knowledge of the history and values of France).
  • Stable income (without dependence on social assistance or foreign sources).
  • Automatic refusal to applicants who stayed in the country illegally.
  • Denial of citizenship to persons with criminal records (especially for terrorism).

The Minister noted that citizenship is a privilege that requires integration and respect for the laws and values of the country. The Minister urges those responsible to reject applications from candidates with dubious reputations and illegal backgrounds. The new directive should raise standards in 3 key areas:

  • Compliance with laws;
  • Language competence;
  • Economic independence.

Experts warn that strengthening financial criteria will make it more difficult for socially vulnerable groups to obtain citizenship.
