Updated migration rules for international students were introduced in Spain on 06/20/2025. The Ministry of Social Protection and Migration has issued 8 new instructions within the framework of RLOEX (Reglamento de Extranjería). The changes affect 150,000 international students who are currently studying in the country.
The innovations relate to the renewal of permits, tuition fees and family migration. 12% of the total number are students from the CIS countries. This is a significant proportion – about 18 thousand people.
What exactly has changed
The main changes affected four areas:
- Simplify the renewal of permits – you can switch to new rules even after previous refusals.
- Flexible tuition fees – a written commitment is enough instead of an advance payment.
- Extended time frame – an additional month before the start and 15 days after graduation.
- Equating language courses with higher education when organized by universities.
Forecasts and prospects
The Spanish Migration Policy Analytical Center predicts a 5-7% increase in the number of international students in the next 2 years. Considering that 85% of students now successfully renew permits, new simplifications may increase this figure.
The changes apply to citizens of all countries, including Russia, Kazakhstan, Belarus and other CIS countries. The only condition is compliance with the requirements of the new regulations for the purposes of stay and documents.
Family migration has also become easier. Now the student’s relatives can apply at the same time as the main applicant.
