Europe’s migration landscape is transforming. Germany is tightening its refugee regulations – in October 2025, the number of initial asylum applications fell by 55% compared to October 2024. At the same time, the government is preparing radical changes to the procedure for recognizing countries as safe.

Simplified Procedure: Government Bypasses Upper House
The Federal Cabinet has prepared a bill with a revolutionary approach. Now, countries will be able to be included on the safe list by government decree, without lengthy approval by the Bundesrat. Previously, approval from both houses of parliament was required, which dragged out the process for months.
The main reason for the delays is the position of the Green Party, which controls several states. They have systematically blocked expansion of the list, citing human rights. Tagesspiegel has obtained exclusive information: the new law aims to expedite application processing and simplify deportation procedures.
The April 2025 coalition agreement between the CDU/CSU and the SPD set out the primary targets. Priority is given to Algeria, Morocco, Tunisia, and India. Other countries with a minimum approval rating for protection may be added later.
Who’s already on the list and who’s next?
As of November 2025, The Federal Office for Migration and Refugees (BAMF) maintains a list of the following territories:
- All EU members
- Albania, Bosnia and Herzegovina
- Ghana, Georgia
- Kosovo, Moldova
- North Macedonia
- Senegal, Serbia, Montenegro
The criterion is simple: the absence of a threat of political persecution and guarantees of respect for basic rights. Applicants from these countries must prove an individual threat—that they are being persecuted specifically. The review process is expedited. The outcome is predictable—most often, a refusal is issued with the wording “manifestly unfounded.”
Candidates for inclusion are countries with persistently low protection indicators:
- Algeria, Morocco, Tunisia
- India
- Armenia, Egypt
- Nigeria, Mongolia
An attempt to add Tunisia, Algeria, and Morocco was made back in 2016. The Bundestag approved the bill, but the Greens blocked the initiative in the Bundesrat, citing rights violations in these countries.
