New state duties in Spain 2025: what has changed

A month after the entry into force of the new immigration regulations (Real Decreto 1155/2024), the current amounts of fees for paperwork have finally been published. The good news for foreigners is that despite the fact that the duties have not been reviewed for more than 14 years, prices have remained almost at the same level.

Current rates for paperwork

Since May 20, 2025, after the entry into force of the updated Regulations on Foreigners, Spain’s migration policy has undergone significant changes. However, the cost of basic procedures remained affordable:

  • Registration of the first TIE (resident’s card) – 16.08€.
  • The extension of the TIE is € 19.30.
  • Non-lucrative residence permit / Digital Nomad / Student residence permit – 10.94€.
  • Residence permit renovation – €16.40.
  • Residence permit (arraigo) – €38.28.
  • Assignment of NIE – € 9.84.
  • Permission to return to Spain (autorización de regreso) – 10.72€.
Most fees are subject to autopayment via the official letterhead (Tasa modelo 790-012), and the payment period is up to 10 business days. Delay can significantly slow down the entire paperwork process.

Migration statistics and new opportunities

Spain continues to be one of the most attractive destinations for immigration. According to the National Institute of Statistics, a record number of foreigners live in the country — more than 8.9 million people, which is about 18% of the total population.

The new regulation greatly simplifies the procedure for obtaining a residence permit (arraigo):

  • The minimum stay has been reduced from 3 to 2 years.
  • New legalization formats have been introduced: socio-educational and socio-labor arraigo.
  • For digital nomads there is a special tax regime – 24% instead of the maximum 47%.

Practical recommendations for the preparation of documents

When planning a move or extending documents, the following points should be taken into account:

  • Check the current tariffs before submitting documents – the information is available on the official website of the Spanish Ministry of the Interior.
  • Take into account the fees in the budget for moving – the cost of one person to live in Spain is about 700 € excluding rent.
  • Prepare all necessary documents in advance – the new regulations require the submission of a paid fee (tac) immediately upon submission of documents.
  • Keep track of the payment deadlines – delay may lead to a refusal to consider the application.
