Reform UK Offers Britannia Card for £250,000

The British populist Reform UK party has launched a radical initiative called the Britannia Card, a program that offers wealthy foreigners a 10–year residence permit with tax benefits in exchange for a one-time payment of £250,000. Party leader Nigel Farage positions the proposal as an economic catalyst that can attract entrepreneurs and job creators back to the British the shores.

Distribution mechanism and political logic

Reform UK structures its proposal with a clear populist emphasis. All income from Britannia cards will go not to the general treasury, but directly to 10% of the lowest-paid workers in the country. The party predicts that selling 6,000 cards annually will bring in £600 to each of the 2.5 million Britons with the lowest incomes. If the number of cards is increased to 10,000, the payout will increase to £1,000 per person. The program brings back to life the status of a “non-dom” (a person not domiciled in the UK), which the Labor government abolished.

Cardholders will receive an exemption from income tax, capital gains tax and inheritance tax on foreign income and assets.

The context of wealth migration

The Reform UK proposal comes amid an unprecedented exodus of wealthy people from the UK. According to Henley & Partners, 10,800 millionaires left the country in 2024 (an increase of 157% compared to 2023).

The Bureau of Budget Responsibility predicts that 1,000 non-dom people will leave Britain in 2025-26 due to recent tax changes. Experts predict an even more serious outcome — a net outflow of 16,500 millionaires in 2025, which will be the largest annual outflow among all countries in a decade of observations.

Hidden government plans

Notably, Bloomberg reports that Keir Starmer’s Labor government is secretly considering its own new investor visa for wealthy foreigners willing to invest in strategic sectors, including artificial intelligence, clean energy, and life sciences. The potential program would be a reversal from recent policies that eliminated previous golden visa routes.
